The One Question That Governs Everything

Every resurfacing decision comes down to a single question: is what is underneath still structurally sound? Not smooth, not attractive, not recently patched. Sound, meaning it still carries load without flexing, and the stone and subgrade below it are stable and draining.

If the answer is yes, resurface. If the answer is no, no amount of new asphalt on top will fix it, because the new asphalt is not structure. It is two inches of flexible material lying on whatever is beneath, and it does exactly what the thing beneath it does. If the base moves, the new mat moves.
